City staff releases Tim's Marina environmental review; conditional-use hearing set after EQB publication

Forest Lake planning staff said they released an environmental assessment worksheet (EAW) for the proposed Tim's Marina dock additions and found the changes are not likely to trigger the longer environmental-impact-statement process.
Staff member Stephen said the EAW was posted for public comment and generated an unusually high number of public responses; staff reviewed each comment and provided individualized responses. "We found that the addition of these two docks wouldn't be a significant environmental impact to Forest Lake," Stephen said, while acknowledging that the EAW process identified issues raised by residents.
The EAW will be published by the Minnesota Environmental Quality Board according to its publication cycle; a 30-day appeal period will follow the EQB posting. Staff asked commissioners to expect a lengthy public hearing in two weeks, when the commission will consider a conditional-use permit amendment for the docks and a variance request for parking.
Staff emphasized the city's effort to be transparent and to route notices and responses to interested parties; planning staff will circulate links to the EAW and responses to commissioners when the EQB posts the document.
