Officials said that after final design the legislature would need a separate amendment and a bonding resolution to commit to higher construction costs.
Committee members emphasized the staged nature of the authorization. A staff explanation described multiple contract phases: planning and design, design development, construction documents/permitting/bidding, and construction administration and closeout. "All this does is it commits $740,000 for the design," staff said, adding that future increases would return to the legislature for review and a bonding vote.
Resolutions 143 and 144, which the committee moved and approved, were presented as the immediate contract and bond authorizations tied to the initial design work. The committee recorded approval by voice vote.
