Calvert County’s Board of County Commissioners approved an adjusted tax differential rate of 0.362 per $100 of assessed value for residents of the Town of North Beach in the fiscal year 2027 budget.
Melina Berkshire, chief financial officer for Calvert County government, explained that state law permits municipalities to request a reduction in the county property tax for town residents who also pay municipal taxes. Staff recommended a mirrored differential model consistent with prior years, producing a rate of 36.2 cents per $100.
Why it matters: The differential is intended to reflect the county’s cost savings for services that towns provide within their limits. Staff estimated the immediate fiscal impact of this adjustment at roughly $88,000 in reduced county revenue for the fiscal year.
What the board did: The mayor of North Beach addressed the commissioners in support of the adjustment, noting the town’s heavy seasonal service burdens and thanking commissioners for preserving an equitable tax treatment for town residents. The board moved and approved the adjustment by voice vote.
Procedure/next steps: Staff will return in the FY2028 budget process with a refined methodology for calculating tax differentials and will continue partnership work with both towns on the approach.
Bottom line: The board’s action preserves the traditional mirrored differential for North Beach for FY2027 and directs staff to refine the methodology for future years.
