Historic Preservation Commission to present design-guidelines draft to planning board on Oct. 8

Staff told the planning board Aug. 13 that the Historic Preservation Commission will post a first draft of design guidelines for historic districts for public comment and present a final draft to the planning board on Oct. 8 to be adopted into the town's historic preservation ordinance.
Staff informed the Red Bank Planning Board on Aug. 13, 2025, that the Historic Preservation Commission (HPC) is preparing design guidelines for the town's historic overlay districts and that the HPC will post a first draft for public comment.
Staff said the draft will be presented to the planning board for review because the guidelines will be adopted into the existing historic preservation ordinance. Staff indicated the first draft will be discussed by the HPC in September and that the planning board should expect a presentation of the final draft on Oct. 8. The staff update noted the HPC meeting will be held in person and broadcast, and staff offered to share the meeting link and posted draft with planning board members.
A board member described the draft as "lengthy" and estimated it runs roughly 94 pages; staff said the document is organized by districts and will identify which guidelines apply to each area. Board members were asked to review the posted draft and provide comments ahead of the HPC's September discussion.
Next steps: HPC will receive public comments in advance of its September meeting; planning-board review and formal integration of the guidelines into the local ordinance are scheduled for Oct. 8.
