Elk Grove Unified opens hearings on LCAP and 2025'26 budget and proposes a small hike in developer fees

District staff opened public hearings on the Local Control Accountability Plan (LCAP) and the proposed 2025'26 budget and presented the district's school facilities needs analysis (SFNA) proposing a modest increase in developer fees.
Chief business officers said the proposed 2025'26 general fund revenues total roughly $1.054 billion with projected total general fund expenditures of about $1.1 billion. The presenters noted that 79% of general fund expenditures are for salaries and benefits and that the budget includes assumptions tied to projected average daily attendance, one-time funding, and tentative labor agreements. The presentation also noted multi-year projections showing planned deficit spending funded from prior-year restricted one-time funds and listed risks tied to state and federal funding uncertainty.
Dr. Coats presented the SFNA and explained that statutory tests for higher developer fees had been met; the district proposed increasing the level-two fee from $7.17 to $7.32 per square foot (he also noted the level-three fee figure of $14.64 per square foot, not currently collected while the state funds new construction). He said the increase primarily reflects rising land costs and modest state construction-cost pressure, and that planning departments and building-industry stakeholders have been notified; the SFNA had been available for public review since late May.
During LCAP discussion a public commenter asked how the district would accomplish the special-education items presented earlier when the LCAP showed only a roughly 3% year-over-year spending increase. Staff said fiscal numbers are being finalized and that the board will receive updated figures and a recommendation at the June 24 meeting.
The district will hold the public hearings as required and bring the LCAP, SFNA and the 2025'26 budget back to the board for formal adoption on June 24.
