The Calabasas City Council introduced ordinances to revise the city’s purchasing system and procurement thresholds to support a planned transition to an online e-procurement platform.
Public Works Director Curtis Castle said the purchasing code had not been updated for roughly 15 years and the proposed amendments address procedural changes (for example, publicly opening bids electronically), adjust authority thresholds and seek efficiencies for staff buying supplies, services and public works contracts.
Council members asked whether green procurement guidelines are part of the changes (staff said green procurement was still being discussed by the Environmental Commission and was not included in these particular amendments) and raised a practical question about no-bid contracts that later receive large change orders. Staff said changes that exceed thresholds will come back to council for review consistent with current practice.
The council approved introduction (first reading) of ordinances 2025-418 and 2025-419; the measures will return for a subsequent reading and final adoption.
