Garden Grove approves FY 2026-27 HUD action plan allocating about $3 million for housing, infrastructure, and services

Dana Young, program specialist in the Neighborhood Improvement Division, told the council the draft assumes about $2.53 million in new HUD funding plus approximately $520,000 in carryover funds for a total just over $3 million to allocate among priorities such as housing stability, homelessness services, public infrastructure (including a $700,000 Rockinghorse Road improvement project), owner-occupied rehabilitation, and economic-development grants for small businesses and child care providers.
Young explained federal limits on certain categories (for example, public-service funds capped at 15% of CDBG) and noted the plan is guided by the city's 2025-2030 consolidated plan. She said final HUD allocations have not yet been announced and staff will make minor adjustments after the federal notification.
Council members praised the presentation and the cross-agency cooperation with local partners such as Thomas House and 2-1-1 and approved the plan by unanimous vote.
What happens next: staff will submit the plan to HUD by the stated deadline and adjust line-item budgets after final allocations are announced.
