Garden Grove Housing Authority adopts 2026 annual plan; waiting list remains long

At a special Housing Authority session convened within the April 14 meeting, the Garden Grove Housing Authority adopted its 2026 annual public housing agency plan and authorized the executive director to certify the plan for submission to HUD.
Housing Authority Manager Tiana Fee told commissioners the Authority earned a 100% SEMAP score in 2025, qualifying it as high-performing and eligible for a streamlined annual plan. "The plan is the comprehensive guide to the Housing Authority policy, operation, and strategy for meeting local housing need," Fee said.
Commissioners asked about opening the waiting list. Fee said the Authority still had roughly 1,500 names on the current list and that reopening depends on funding availability; some names on the list date back to 2010. "We still do not have a set date when we will open it again," Fee said.
Commissioner comments noted the Authority's past prioritization of veterans, which a commissioner said helped reduce veteran homelessness locally. The Housing Authority adopted the plan by roll-call vote (eight yes votes).
What happens next: staff will certify and submit the plan to HUD before the stated deadline and continue to notify the public if and when the waiting list reopens.
