Phase 2 would add a 4% cost‑of‑living adjustment (a projected total non‑union package increase of roughly 6%) and would increase the near‑term cost to about $96,400. Council discussed the risk of wage compression if union negotiations produce larger COLAs and agreed the prudent path is to implement Phase 1 now and synchronize further adjustments after union negotiations conclude.
Council asked for an item for formal council action at an upcoming meeting and staff said the Phase 1 cost can be covered in the 2026 budget. The council consensus was to move forward with Phase 1 and bring formal documentation for approval.
