Tricia Livingston, the grant administrator, told the council the grant requires no local match, that the application deadline was May 17 and that the city would need to supply staff time for community meetings and consultant selection if the grant is awarded.
Councilman Torres moved to submit the application for $86,250 and Councilman Mendoza seconded; the motion passed with a recorded vote of 4‑0. Livingston said, if awarded, work on the plan would begin later in the year and staff would bring consultant selection and project steps back to council.
