The Enumclaw City Council on April 27 authorized the mayor to apply for a Washington State Recreation and Conservation Office youth athletic facilities grant seeking $400,000 to relamp and add lighting to unlit or underlit fields.
Parks Director Aliyah Hibbs told the council that initial 2024 estimates supported the project, but rising costs mean the department now expects a higher total. The grant request would be $400,000; Hibbs said the city already has $202,000 in impact fees available to serve as part of the 50% match and that the remaining $198,000 would be budgeted in 2027 to yield a projected project total of $800,000 including a 15% contingency.
"This grant application proposes an award of $400,000, and we will leverage ... impact fees and a match ... for a total of 800,000," Hibbs said. She recommended council approval of Resolution 18‑74 to authorize staff to apply.
Council moved and approved the resolution by voice vote; the parks committee had provided conditional approval pending confirmation of the match requirement. Staff said the match requirement is 50% and that the department currently has $202,000 available in impact fees.
Next step: staff will proceed with the grant submittal and incorporate matching funds into the 2027 budget as discussed.
