Fernley council selects Matrix Consulting Group to negotiate contract for city efficiency study

The Fernley City Council selected Matrix Consulting Group as the RFP award winner for an organizational efficiency and staffing study and directed staff to begin contract negotiations.
Aaron Baggerly of Matrix Consulting Group presented the firm's three‑bucket approach (input, analysis, solutions), referenced an 85% implementation rate for previous clients and described deliverables including a best practices assessment, staffing analysis and an optional 15‑year growth model. Representatives from Raftelis and Mejorando also presented their approaches and answered council questions.
Councilman Mendoza moved to accept Matrix Consulting Group as the award winner and to direct staff to start contract discussions; the motion was seconded and carried with a 3‑1 recorded vote.
A council member asked about proposal prices during the process; city attorney Aaron Mortensen explained that for professional services procurements the council may consider price but must base award on qualifications where the RFP specified that approach, noting Nevada procurement law and city code constraints.
The selected firm will proceed to contract negotiations with staff; the council did not approve a dollar value for the contract in the meeting record and indicated future contract terms and any implementation assistance would be returned to council for approval.
