Floyd County supervisors adopt right-of-way and wellhead protection resolutions, both pass 2-0

The Floyd County Board of Supervisors on Feb. 3 approved two county resolutions, both by unanimous 2-0 votes.

Res. #05-26 authorizes the County Engineer to acquire necessary right-of-way for construction and maintenance on the Secondary Road System and sets a compensation schedule that pays landowners 3.55 times the 100% valuation (based on the county's 2024 Land Values document). The resolution also requires that healthy trees in residential areas be relocated or replaced with 1-inch or 2-inch nursery stock of a similar wood type, and it states that county assessor figures will determine land values and that affected landowners retain an appeal right. The motion carried on a roll call vote: Ayes — Gloria A. Carr and Frank Rottinghaus (2-0).

Res. #06-26 replaces a prior resolution (Res. #17-17) and sets new spacing standards to protect wellheads and groundwater monitoring wells. The resolution establishes a minimum 3-foot and maximum 4-foot spacing requirement for bollards around wellheads or monitoring wells when scoring Master Matrix questions 7, 19 and 44; it applies to new confinement construction or increases in animal numbers that require a new or updated Construction Permit Application and Master Matrix submitted to the Iowa Department of Natural Resources. The motion carried on a roll call vote: Ayes — Carr, Rottinghaus (2-0).
