Guymon council approves a slate of contracts, lease and nominations

Guymon — The Guymon City Council on Monday approved multiple routine agreements and nominations as part of a busy regular meeting.
Actions taken: The council approved a clinical agreement with Oklahoma Panhandle State University that allows the city to use OPSU facilities for educational purposes; it approved a fire-alarm specialist maintenance agreement covering City Hall, the animal shelter, the fire department and the public library; it renewed a grounds-maintenance contract with the Panhandle Area Sheltered Workshop; and it approved economic development contracts with both the Guymon Chamber of Commerce and Main Street Guymon. The council also approved an agricultural lease with Chaffer Land and Cattle Company to apply effluent from the city's wastewater system on three irrigation pivots managed by that farm.
Council members cast motions and seconds for each item; the record shows the motions carried and the mayor announced the approvals. Council also cast three votes for nominees to the Oklahoma Municipal Assurance Group Board of Trustees, selecting Pam Pope, Brady Moore and Michael Shannon.
"They do a magnificent job for it," Councilor Shannon said when recommending continued use of the Panhandle Area Sheltered Workshop for grounds maintenance, citing the organization's long-standing service and community benefits.
Why it matters: The contracts cover routine city operations — maintenance of safety systems, support for local workforce programs, downtown economic development and reuse of wastewater effluent — and collectively shape service delivery and vendor relationships for Guymon residents. The agricultural lease, in particular, restores a working arrangement to use municipal effluent on private land for irrigation and aligns operations with the city's understanding of state environmental rules noted in the meeting.
