Board asks staff to analyze EMS governance and pause ambulance contract award

Chair Mashburn raised concerns about potential conflicts among SEMSC board members and the pending ambulance RFP, directing staff to prepare an agenda item analyzing governance options for the county’s emergency medical services (EMS) oversight.
"I'd like to direct staff to return with an agenda item that lays out our options for how emergency medical services in this county are administered and the county's role in that," the chair said, asking the county Emergency Medical Services Committee (SEMSC) to hold off on a final contract award until the board can consider implications for accountability and independence.
The chair said the review should include analysis of how different governance options would affect transparency, accountability and independence in ambulance contracting and oversight. Another supervisor seconded the request; county staff agreed to return with information to present to the board.
The RFP due date and imminent award prompted the call for a board-level review; the chair said SEMSC may continue with the RFP process but asked that any final award be delayed pending the board’s consideration.
No final decision on EMS governance was made during the meeting. Staff agreed to return with an agenda item for future board consideration.
