Staff presented a two-page administrator agreement to hire SC (name per packet) to oversee procurement and project administration and the court moved to authorize that contract.
Members emphasized cost-control measures: staff said architects and engineers would be selected from RFQ respondents and that the court would ask the architect to separate optional high-ticket items so those elements could be removed if bids exceed available funding. Staff also said environmental work (phase one and a more in-depth phase two) had been completed previously and that the building contains asbestos and lead-based paint that must be addressed by contractors during rehabilitation.
The court moved and seconded approval to proceed with the administrator contract and discussed grant timelines and scoring of RFQ responses. The court directed staff to continue solicitation and to return with firm proposals from qualified firms for selection and contract award.
Next steps: staff will accept RFQ submittals through April 27, rank respondents per the scoring template, propose a selection list to the court, and have the selected firm address known environmental remediation requirements as part of bidding and contract terms.
