At the April 9 meeting, a Back Roads to Appalachia representative, Eric, asked Jackson County Fiscal Court to allow subleasing of the Big Hill Welcome Center so community groups could operate and program the facility. Eric said his prospective tenant, Jordan Thompson of the Southern Jeep Club (an LLC), committed to weekend openings and would carry a $1 million general-liability policy listing the fiscal court.
Court staff and counsel said the county’s 99‑year lease for the welcome center permits subleases but that any sublease must be approved by the fiscal court and comply with the USDA grant terms. County staff and one attorney confirmed a certificate of insurance would be required. The court directed staff to update the welcome-center lease language to permit subleasing consistent with the original grant and to return the recommended lease amendment to the court for approval.
No final approval of a specific subtenant occurred at the meeting. The court’s decision was procedural: staff were authorized to draft the lease amendment and return with concrete terms (insurance, sublease conditions and county-attorney review) for formal action.
Next steps: staff will work with the county attorney to draft a lease amendment or sublease template that specifies insurance and operating requirements and will bring the proposed document back to the fiscal court for formal approval.
