The Muscatine Community School District board on April 13 certified a $89,320,535 budget for fiscal year 2027 and approved a slate of routine and policy items, including changes to employee health coverage and a contract to help staff identify federal benefit programs.
At the meeting the board voted to certify the FY27 budget and to approve the consent agenda, which included minutes, claims, employment recommendations, interfund transfers and special education out'contracts. The board then approved naming CBI Bank & Trust as the district's official depository for a three'year term.
In a separate vote the board approved proposed changes to the district'provided health plans for 2026'7. Staff described the district's self'funded arrangement and said renewal pressure comes largely from stop'loss cost increases. The board approved adding a point'of'service (POS) option limited to in'state providers, raising one deductible tier, keeping the stop'loss attachment at $100,000, and a roughly 7% increase to dental premiums. Administrators said they will hold employee meetings and provide materials to help staff choose among plan options.
The board also approved a district membership with Fed Logic, a third'party service the district said helps employees identify federal programs that can reduce catastrophic out'of'pocket costs. Meeting materials cite a membership fee in the packet (transcript shows the figure as "29,14"); staff said the fee will be paid from the district's self'insurance account and not the general fund.
Other items approved by voice vote included a German student exchange trip (June 11'14), the 2026'7 concurrent enrollment course approval and district funding policy (see separate article), and a renovation/furnishings contract for Muscatine High School's library funded from Pebble funds.
Board members and staff framed the actions as part of ongoing financial stewardship: the superintendent noted the district is targeting $2 million to $2.5 million in budget reductions this cycle and described steps taken so far to meet that target.
What happens next: staff will implement the approved plan changes, communicate enrollment options to employees beginning in early May, and proceed with contracts and program implementations approved by the board.
