Somerville council tables synthetic-turf plan, approves Puppy Palooza and several routine grants and contracts

Somerville’s Borough Council on Sept. 15 voted to table a proposal to install antimicrobial synthetic grass ("K9 grass") in designated downtown areas, citing environmental and maintenance concerns, and requested additional testing and design information from the Downtown Special Improvement District (DSA) and borough staff.
Council discussion raised concerns about permeability, microplastics, removal of soil and tree impacts, and siting in areas used for outdoor dining. The council adopted a motion to table consideration so the DSA and staff can provide test results and more complete designs and policy guidance. The motion to table passed on roll call.
Separately, the council approved an endorsement for Somerville Puppy Palooza on April 26, 2026, to lock that date for planning; councilmembers asked for later briefings on event logistics, cleanup, and any required street-closure approvals. The Puppy Palooza resolution passed by roll call with Councilwoman Gina Stravik recorded as the sole no vote.
The council also approved a series of consent resolutions and contracts including acceptance of chapter 159 emergency-management grant funding, an opioid-settlement trust item, support for local arts and the renamed Somerville Arts organization, engagement of TNM Associates to collaborate with the environmental commission on a community-energy plan, authorization for DPW leaf pickup, and a $181,340 award to Halcon, Inc. for pickleball-court improvements at Henry P. Vander Memorial Park. The council authorized application to the New Jersey Department of Environmental Protection for a tree-inventory and planning grant intended to update Somerville’s community-forest data and maintain eligibility for community-forestry program benefits.
Outcome: Synthetic-turf installation was tabled for further study; Puppy Palooza was approved for April 26, 2026; consent resolutions and the Halcon contract were approved by roll call. The council asked staff to return with more technical materials, cost estimates, environmental assessments and event logistics.
