The Millville City Commission approved an ordinance in second reading to repeal the old motor-scooter rules and replace them with a new article that regulates electric bicycles and scooters. The measure, adopted on a unanimous roll call, adds helmet requirements and extends traffic-rule obligations to e-bikes and scooters.
City officials said the ordinance is intended to address safety concerns as newer electric bicycles can travel at higher speeds than earlier models. Commissioners noted that some e-bikes can reach speeds beyond 25 mph, a threshold that can bring them under low-speed-vehicle regulatory frameworks, and said the updated code aims to get ahead of evolving vehicle types rather than rely on future state rules.
The ordinance directs riders of the covered devices to follow the rules of the road, requires helmets, and clarifies enforcement expectations. Commissioners emphasized they do not expect officers to pursue riders, citing liability concerns associated with vehicle pursuits.
Supporters said the change brings Milville in line with neighboring municipalities that have already adopted e-bike regulations; no public comment was offered during the ordinance hearing. The new article replaces the prior electric motor scooter provisions and is effective as the city completes administrative processing.
