Engineering reports progress on road-condition goal; resurfacing and park projects to continue

Engineering staff briefed the council on street, parkway and stormwater work supporting FY27 capital planning.
Todd, presenting the engineering update, said the town’s pavement condition rating (PCR) was 64 in 2021 and has climbed toward the council goal of 80 after three major resurfacing contracts. He said doing the remaining work (Brook Valley, Indian Brook) could put the town at the 80 target, but the scope will likely require a larger contract next year—he estimated next-year resurfacing could be on the order of $2 million.
Projects nearing completion: the parkway is in final punch-list work with a final cost near the bid amount; pickleball courts (a $750,000 project) are substantially complete with about $10,000 in contingency remaining; the Chestnut Park access-road design contract is complete and budgeted at $495,000 for design.
Stormwater projects financed with ARPA funds (Clover Bend/Liberty Lane and Bow Book Pioneer) are wrapping up and staff expect modest savings versus early estimates. Engineering also reported a $1.2M resurfacing bid that included concrete repairs and striping and noted the town will sequence work to avoid redoing striping when a street is repaved the following year.
Todd said next year’s engineering operating budget is generally flat to modestly lower and that staff are withholding some projects until negotiations with DOT and additional planning are complete.
