Master Sergeant Bailey presented an operational overview of Brockton High School’s Junior Reserve Training Corps (JRTC) to the Arts, Athletics and Extracurricular Activities Subcommittee.
Bailey said about 300 students started the year in JRTC, with only two instructors currently on staff; he noted program design would normally allocate three instructors per ~151 students, describing a staffing shortfall. The program provides full uniforms and basic equipment free to students and emphasizes discipline, public performance (parades and color guards), academic monitoring (periodic grade checks and guidance support) and career/college preparation (ASVAB administration, scholarships such as a $16,000 Norwich scholarship referenced during discussion, and summer camps shared with other regional schools).
Bailey said capacity to expand is constrained by classroom space and instructor availability; the Army provides some instructors through a staffing process and the district would need to request additional Army staff if the program grows. Bailey described community events the corps supports (veterans’ events, parades) and said alumni and staff remain in regular contact with program graduates serving in the armed forces.
Committee members thanked Bailey and asked about wait lists and steps required for expansion; Bailey recommended requesting additional instructors through the Army staffing process and assessing classroom space needs before expansion.
