Board rejects low roof bid over warranty concerns; terminates housekeeping contract and approves interim vendor
Summary
The board declined to accept the low $148,000 roof-repair bid for Greenbar Elementary because of inconsistent warranty offerings, directed staff to rebid with clearer specs, approved a $22,815 gym-floor repair bid, terminated the current housekeeping contract for non-performance effective May 26, and approved moving cleaning services to the next-lowest bidder pending executive-committee clarification.

A string of facilities and procurement items dominated the Robertson County Schools Board’s April 13 meeting, including a contested roof-repair bid, an approved gym-floor repair, and a vote to terminate the district’s housekeeping contract for non-performance.
Administration presented bids for perimeter roof repairs at Greenbar Elementary. The low bid from Genesis Roofing was $148,000 but included shorter material and labor warranties than higher bids. Board members questioned whether warranty differences and an unclear scope made the low bid appropriate; one member said the bid comparisons were "apples to oranges" because vendors proposed different material warranties. After discussion and a motion to accept the low bid, the board voted the motion down (chair recorded unanimous no votes) and directed administration to reissue or revise the solicitation with minimum warranty/spec requirements.
Separately, the board approved a $22,815 low bid from Hughes Construction to repair a water‑damaged training-room floor in the Joe Burns gym.
On housekeeping services, administration outlined options for ending the current contract. The board voted to terminate the contract for non-performance effective May 26 and then approved awarding the remainder of the year’s cleaning services to the next‑lowest bidder contingent on the executive committee confirming lump‑sum versus daily rate comparisons and clarifying scope.
Board members instructed staff to prepare clearer warranty and scope language for future roofing procurements and to expedite rebidding where necessary; they also directed the executive committee to finalize housekeeping vendor details and to report back.
