Mark Kiddo, who identified himself as a Bay Crest Park resident, urged strict enforcement of single-family zoning and code, argued the county’s land-development code already bars rentals under seven days, and cited Ordinance 85.37 (which created a Bay Crest special dependent taxing district) as a reason the county should uphold maintenance and homestead protections. Kiddo told the board that parking abuse, noise and turnover linked to short-term rentals were eroding neighborhood stability.
Laura Lawson criticized the proposed stadium memorandum of understanding and the fiscal analysis, saying the $2.3 billion budget depends heavily on public funding—she cited roughly $750 million from the county and $251 million from the City of Tampa in her remarks—and questioned the assumptions in the consultant’s economic-impact work. Jim Davisson said outside counsel’s position that the county can use the CIT tax is predictable and warned the board that a legal challenge to the CIT tax could halt planned funding, urging caution and suggesting alternatives or a referendum.
Tom Cobert, another public commenter, sharply criticized ICE operations in Tampa and recounted alleged violent incidents; his comments framed the issue as one of law enforcement accountability and community safety. The board listened and thanked speakers; no formal action was taken during public comment beyond noting the concerns.
