Planning Commission’s urban service-area letter prompts county to receive report and continue consultant study

Planning Commission Chair Nigel Joseph and county staff briefed the board on a Planning Commission letter that raised empirical questions about the county’s urban service area policy and the adopted 80/20 growth metric. Joseph said the commission supports revising policies and metrics so the county does not repeat past surprises as growth continues.
Melissa Zornitta and staff described work already underway: expansions in Wimauma and Balm adopted in May 2025, and consultant studies of the Little Manatee South and I‑4 corridor areas totaling about 47,000 acres. Staff said the consultant work began in mid-2025 and is scheduled to conclude by the end of the year, with a presentation to the board in early 2027.
Commissioners discussed whether the consultant scope should include broader infrastructure overlays (water pipeline projects, fire stations, and impact-fee updates) so decisions about urban-service-area expansion align with programmed public investments. Commissioner Wostal moved to receive the Planning Commission report and indicated he would return with a motion to empower the Planning Commission to work with staff on appropriate consultant support. The board voted to receive the report (7-0).
