The superintendent summarized key proposed changes (as of February 2026), noting they are not final until the Board of Regents acts. He said Regents Exams are expected to "no longer serve as the sole requirement for earning a diploma," and that Regents tests would remain one of several options districts could accept as evidence of proficiency.
Brown-Hall described Phase 1 requirements for the 2026-2027 school year, including required instruction in financial literacy and climate education. He said districts will also be expected to expand communication channels and supports during that period.
He said students entering grade 9 in 2027 will face new credit requirements, including one required career and technical education (CTE) credit that could be used to satisfy financial literacy. Full implementation, he said, will begin with students who enter grade 9 in 20292030 and will include new statewide transcript requirements documenting proficiency in the Portrait competencies and prioritized learning standards.
To help families and staff learn more, Brown-Hall directed viewers to a Portrait of a Graduate information page on the District website and said the full Speaker Series would be posted in segments on the District YouTube channel. The video also includes a QR code linking to a question-submission form; Brown-Hall said a Frequently Asked Questions document will be developed over the summer to address community questions.
Brown-Hall closed by thanking families, staff and the Board of Education and saying the District will continue to share updates as state guidance and Board of Regents decisions are issued.
