County staff reports jump in garbage accounts and collections; $280,580 in past-due balances

Nelson County staff provided a detailed update on the county’s garbage billing and collection program, reporting growth in billed accounts and reductions in long-standing past-due balances.
Katherine, who presented the report, said the county is billing about 798 more accounts than in July 2024, of which roughly 360 were customers added after the county took over New Haven services. She said audit work uncovered at least 200 active accounts that had not previously been billed. The net growth reflects billing for discovered active residences plus the New Haven transition.
Katherine said collections rose 37.3% between March 2024 and January 2026: "In July 2024, we collected $241,558; in January 2026 we collected over $331,000," she said on the record. Current past‑due garbage balances stood at $280,580.37; the high point tracked was about $385,000, so staff said about $105,000 had been recovered since tracking began.
The county has 75 accounts with the county attorney for collection action (about $6,000 collected so far through attorney efforts) and 29 accounts on payment plans. Staff said accounts typically are referred to the county attorney once balances exceed $500. The county also sends about 130 past‑due letters each month and works with residents on payment plans when possible.
Magistrates praised the collection work and noted residents are responding to more active follow-up. No action was required; the presentation was informational and staff will continue collections and legal referrals as appropriate.
