Detroit Lakes council adopts assessment roll for unpaid utility and fire‑protection charges

The Detroit Lakes City Council moved to adopt assessment rolls to collect unpaid street light, water, sewer and storm water charges and, separately, unpaid fire protection charges for 2024–2025.
During the public hearing on unpaid utility assessments, a property owner questioned why he was assessed when services were disconnected at his lot. City staff explained that, under city policy, sewer and other base charges may apply while a sanitary sewer connection remains on a parcel. A staff speaker told the council, "Even while the house was vacant...you were still responsible for those services," and said stormwater fees may be removed once a structure is removed under ordinance provisions.
After hearing public comment, Chairman Bokei moved the resolution adopting the assessment roll for the unpaid streetlight, water, sewer and stormwater charges; the motion was seconded and carried. The council then opened and closed a public hearing on unpaid fire protection charges and approved that assessment roll as well.
Why it matters: Adoption of assessment rolls is a formal step that lets the city place unpaid service charges as special assessments on property tax records, enabling collection through the tax process.
What’s next: Property owners who believe assessments are incorrect were invited to talk with city staff for case review; the council indicated staff follow-up for unclear or disputed accounts.
