During its meeting the University of Maine System Board of Trustees approved several routine finance and governance items, confirmed tenure recommendations and took other procedural actions.
On the consent agenda trustees approved minutes and several items in a single vote, including a land-lease authorization for direct-current chargers (consent materials referenced by tab). Trustees then approved a reimbursement-resolution framework that authorizes the system to reimburse prior capital expenditures from the proceeds of future tax-exempt obligations under the existing master-lease arrangement; the resolution allows aggregated financings and ensures compliance with Treasury tax-exempt rules.
Trustees also authorized the system's intent to issue revenue bonds in an aggregate amount not to exceed $35 million to refund prior revenue-bond series if market conditions favor interest savings at issuance. Finance staff explained that earlier underwriting analyses suggested potential interest-cost savings in the range of several hundred thousand dollars, though that estimate varies with market volatility.
The board approved an energy-savings performance contract (ESPC) for University of Maine at Presque Isle, financing up to $4,700,000 for energy and infrastructure upgrades with an estimated 20-year repayment period funded by energy savings and avoided maintenance costs, which the presentation projected would exceed the debt-service cost over the contract term.
On personnel and academic items, trustees approved a slate of 33 tenure cases effective Sept. 1, 2026 for academic-year appointments (and July 1 for fiscal-year appointees). They also approved the appointment of a new student representative (Jada Lee James) to the board; the appointment was moved, seconded and approved by voice vote. Trustees approved the creation of a College of Nursing and Health Professions at the University of Southern Maine; the change was described as budget-neutral (small incremental cost to elevate an associate dean to dean and internal reorganization).
The chancellor and finance staff presented a systemwide budget forecast: investment pools showed positive fiscal-year-to-date returns as of January but with volatile March performance; campuses reported mixed budget positions with some auxiliary pressures (residence and dining) and some campuses projecting ENG (education/general) surpluses or smaller-than-projected deficits. Trustees were given a schedule for detailed campus-by-campus budget presentations at the FFT committee on March 25 and later committee action in April/May before final board consideration.
