Dr. Hannerford, representing the university, highlighted events and campus activity that have economic impact for the community, including playoff football games and a rodeo that drew nearly 500 participants. He told the council the scholarships support recruitment and retention at the institution.
Jack McCoy, a recent Northwestern graduate who said he received scholarship help, described the scholarships as life‑changing. "The scholarships provided by the university helped me get here and has helped to extend a family legacy," McCoy said. He credited recruitment outreach and the Ranger Preview scholarship for his decision to enroll and thanked the council and community for supporting students.
The council recorded the scholarship item for consideration by the economic development authority (AEDA) later in the meeting; the AEDA subsequently voted to approve the $289,464.50 expenditure.
The presentation and student testimony preceded formal AEDA action; council members did not raise substantive conditions or vote against the expenditure during the AEDA roll call.
