Council approves temporary fee waiver and monitoring plan for FreshA LLC wastewater agreement

The Morris City Council voted Dec. 9 to approve an amendment to FreshA LLC’s significant industrial user (SIU) agreement that waives certain penalty fees during the company’s early startup period while the plant’s discharge is monitored.
City Manager Blaine Hill told the council the amended Attachment C provides for no fees during the first 10 weeks of FreshA’s operations while weekly testing establishes pretreatment requirements. "The fee schedule will be no fees applied during the first 10 weeks of operation," Hill said. After that startup window the agreement defines monitoring and charges for exceedances under the normal rate schedule.
Council members expressed concern about the length of a 10‑week fee waiver and how the city would handle overages during the startup period; Hill and other staff said the city would work with FreshA and the Minnesota Pollution Control Agency (MPCA) to manage any compliance issues and that the rates and testing schedule give the city information to determine long‑term impacts on the sewer utility.
The council approved the resolution amending Attachment C by roll call.
