Council authorizes runway clear‑zone acquisition plan for Morris airport

The Morris City Council voted Dec. 9 to authorize preparation of a runway 14/32 clear‑zone acquisition plan (CZAP) for the Morris airport (MOX) and to cover the $10,000 engineers’ fee to prepare the plan.
City Manager Blaine Hill explained that a clear zone is a triangular area at the ends of runways that must be kept free of obstructions; cities usually own or otherwise ensure those areas are maintained to meet FAA and state requirements. Hill said engineers will prepare the CZAP and submit it to the state of Minnesota so the airport can continue to qualify for funding.
"The amount of the cost of that is $10,000," Hill said, and he added the expense is reimbursable by a state grant. Councilors discussed whether the city would end up owning land in areas where a highway or railroad exists but Hill said the plan documents the clear zone and associated maintenance obligations; most preparation costs are expected to be covered by grant aid.
Council approved a resolution authorizing the CZAP preparation by roll call.
