Don Wyn, the magistrate presiding over the City of Titusville’s code enforcement hearings, found that the property at 4480 Byron Avenue had been brought into compliance and ordered administrative costs of $26.72 be placed on the property as a lien if not paid.
The hearing record shows city staff told the magistrate that 24 Assets had been assigned custodial care of the property on March 27, 2026 and sent contractors who cleared trash and debris and addressed grass and weeds; staff said the work was completed on April 10, 2026. The city entered its PowerPoint and photos into the record as documentary evidence. “The property located at 4480 Byron Avenue has been brought into compliance with the previous order,” the magistrate said while explaining his ruling.
Because staff reported the property was compliant, the magistrate said no fine would be imposed, but he found that administrative costs of $26.72 remained unpaid and directed that amount be placed on the parcel; a certified copy of the order may be recorded in public records as a lien if the cost is not paid. The magistrate also noted that respondents who fail to pay the administrative cost may have the certified order recorded against the property.
The hearing is quasi‑judicial: testimony is sworn, documentary evidence was considered, and the magistrate said his written order will be mailed to the respondent. No public comment period applies to these hearings.
