Bloomington project staff and consultants told the City Council April 13 that the Community Health & Wellness Center has reached the 100% construction‑documents milestone and construction is underway.
Dr. Kelly, the community health and wellness center manager, and Tim Goyette (HGA) described the project program and construction status; Jeremiah Rae (Jay Dunn Construction) summarized site progress including foundation work, precast panel erection and ongoing structural steel. The project budget remains at $104.8 million. Team members said a favorable bidding climate enabled the project to include the third gymnasium in the base scope rather than as a later expansion, a development they characterized as significant for program capacity and revenue recovery modeling.
Sustainability goals remain in place: the project is pursuing LEED Silver certification and staff reported being at roughly 56 points (Silver range 50–60). The team also described site circulation adjustments (a dedicated vehicle drop‑off lane) and exterior working‑area changes that allowed moving trash enclosures outside the building, freeing interior storage. Staff noted program transitions for Logan Lodge activities and that most Logan Lodge programs will move to the new facility.
Construction buyout is complete, trade partners are contracted, and staff said they will send resident postcards, post online construction updates and maintain monthly construction communications. Councilmembers asked about projected cost‑recovery from the third gym and whether senior amenities and programming would carry over from Logan Lodge; staff said the pro forma previously targeted ~90% cost recovery and that Logan Lodge programming will largely transition into the new facility.
