Sugar Land unveils near-final design for new animal shelter; project to go out to bid

Sugar Land Animal Services presented near-final architectural designs and a site plan for a proposed new municipal animal shelter, describing programmatic spaces, site access and the plan to send the project out for bids.
Staff said design work is nearly complete and described the building program: dedicated animal support areas, staff spaces, public lobby and classroom, surgical suite with multiple operating tables, kennels with covered walking/awning circulation, dog yards, quarantine and isolation spaces, and planned site access from US Highway 90 and Imperial Park drive. Renderings showed a community-oriented façade and an awning designed for events and for drive-through-type vaccination or outreach clinics.
Staff estimated the building at roughly 18,000–19,000 square feet and said the design will proceed to bid for general contractors; that process will shift the timeline and could push milestone activity into the fall. Funding elements discussed include a $2.4 million portion the Legacy Foundation is helping to raise; staff also noted site parking, circulation and potential future expansion areas were considered during design. Board members asked for final square-footage and construction bid timing as details are finalized.
Staff said some construction-adjacent decisions remain—final HVAC/plumbing/electrical details and contractor selection—but asked whether the board was comfortable with the proposed program and surgical suite in the plan. Board members expressed general enthusiasm and asked staff to report final square footage and bid timing when available.
