Erath County approves replats, equipment trades and conditionally awards road-material bids

Erath County Commissioners Court approved several land-development and public-works items during its April 13 meeting.
The court approved a replat in Mountain Lakes (combine lots 95'' through 98 into lot 95R) and a replat of Lot 15 in Duffau Creek Estates into 15R-A and 15R-B after county staff confirmed compliance with subdivision rules. Commissioners also approved a construction plan for Outlaw Ranch (Dublin Phase Two) to add four manufactured homes and extend a cul-de-sac; the county engineer had reviewed flood-plain and permitting considerations.
On equipment, commissioners approved reallocating interest in a John Deere 310D backhoe to Precinct Three while Precinct One received a FR15 Rhino batwing shredder. Precinct One will pay Precinct Three $45,000 plus a 2016 TrailerTech gooseneck trailer to obtain sole interest in a 2018 Freightliner water truck. Staff framed the swap as a pragmatic split of shared equipment in anticipation of separate precinct facilities.
The court opened sealed bids for the Precinct 2 fence and building projects; bids read aloud ranged from roughly $74,305.85 (Build All) up to $160,000 (Onic Solutions) and other proposals in between. Commissioners deferred contractor selection to precinct leadership.
When awarding road-material bids, staff noted one bidder, Texas Best Aggregates, has an outstanding county-related debt in the county's records (about $15,000) from prior business. The court voted to award bids with eligibility conditions: staff may deem materials usable and authorize purchases only when vendor eligibility and any outstanding debts are resolved.
Commissioners said accepting bids conditionally preserves competition while protecting county payment controls; staff indicated legal and procurement checks will continue before payments are issued.
