Kokomo City Planning Commission approves Walmart Supercenter expansion, contingent on variance

The Kokomo City Planning Commission on April 14 approved a development plan for a Walmart Supercenter expansion at 1920 East Mark Wanda Avenue, but the approval is contingent on a lot-coverage variance that the applicant has filed and that will be considered at the next BZA meeting.
Director Sheline, who introduced the item, asked commissioners to make any approval “contingent that the variance is approved,” noting the variance application was submitted but scheduled for a later hearing. Colin Kazi, representing Walmart Real Estate Business Trust, described the proposal as an expansion to add an online pick-up/delivery area and associated parking to Walmart Supercenter No. 1962.
“Walmart is wanting to… add that new area and add the new parking for that area,” Kazi said, summarizing the plans. He also confirmed that revised drawings addressed landscaping concerns, including island adjustments and additional foundation plantings.
A committee member raised questions about shipping containers observed on the lot, saying he had counted 18 Conex boxes at multiple sides of the property. The applicant said placement of those shipping containers is controlled by the store manager and is not part of the development plan under review.
Kazi said the project will add about 30 new online pickup (OPD) parking spaces while reducing the overall parking count by roughly 10 spaces across the lot; he stated the revised layout remains within required parking rates and largely uses the existing configuration.
After the discussion, commissioners moved and seconded a motion to approve case P04A26 subject to the lot-coverage variance; the motion carried. The transcript records the commission’s approval but does not include a roll-call tally in the record.
During other business, the commission unanimously approved claims totaling $28,604.23. The meeting concluded after brief closing remarks.
