The proposal, presented by applicant John Neal, would have rezoned a 35.5-acre parcel to expand a mixed-use village that the developer said would include retail, office and multifamily housing and support a future hospital campus. Neal said the addition would increase the overall project’s walkability and job access and require no new off-site transportation improvements because earlier phases had already built required roads and turn lanes.
