The transit representative also described larger ongoing federal grants (an approximately $41 million leveraged program referenced by staff) and past work to consolidate federal projects. She emphasized workforce, operations and fleet needs — noting the system grew from five to about 20 buses — and said local match and seated commissioner dollars or interlocal agreements would be appropriate funding sources if the county participates.
Council members pressed for clearer budget breakdowns, including how much of transit budgets are federal versus local and what ridership revenue contributes. Several members said they would expect any county contribution to come from seated/commissioner discretionary dollars rather than the general levy. Staff agreed to circulate interlocal drafts and to provide the detailed budget and ridership numbers the council requested. The council also discussed inviting commissioners to place any county funding resolution on the commission agenda so that county and municipal partners could coordinate contributions.
