Board hears legislative update: $53.2B budget framework, cell-phone ban advances, and Senate Bill 315 under consideration

At the March 25 meeting the board heard a legislative update from Mrs. Thase, who reported on recent activity in Harrisburg and at the federal level affecting public schools. She said the governor's $53.2 billion budget framework remains the center of budget hearings and early negotiations and that particular attention is on special-education and adequacy funding levels.

Thase told the board that legislation to ban student cell-phone use during the school day has advanced to the Senate and has evolved into a broader "bell-to-bell" restriction now moving to the House for consideration. She also said Senate Bill 315, described as a comprehensive school-code bill, is under active consideration and includes provisions on teacher certification, attendance and truancy policy, early literacy screening, school-safety supports, and cyber-charter oversight. "Due to its scope, this bill could have significant operational and financial implications for school districts," she said in the briefing.

The board was briefed on these developments as context for district budgeting and planning. Mrs. Thase also announced North Allegheny Foundation activities, including the Taste of North Allegheny fundraiser scheduled for May 21 at Soergel's Orchard; tickets will be available in April.
