Council introduces SRA 26-01 to limit through-traffic on neighborhood streets in LATIP areas; public hearing set

At the April 14 session the council sat as a district council to introduce SRA 26-01, a subdivision regulation amendment concerning continuation of roads. Councilmember Mink, the lead sponsor, said the SRA applies to areas in LATIP (Local Area Transportation Improvement Program) and that the county’s current LATIP area is White Oak.
County staff explained the amendment would prevent developers from routing traffic through neighborhood streets (classified as "neighborhood" or "neighborhood yield" streets) to connect large developments to thoroughfares when the location is within a LATIP area. The staff speaker described the amendment as a change to the subdivision chapter that imposes connection limits for affected neighborhood streets.
The council introduced the amendment and scheduled a public hearing for June 9, 2026 at 1:30 p.m. No final action was taken at the April 14 introduction; staff will provide detailed language and maps ahead of the hearing.
