District explains master-scheduling and credential options as parents press for transparency

District administrators spent significant time on Dec. 13 explaining how secondary master scheduling works and why credential alignment sometimes requires local authorizations that trigger Title I parent notices.
Dr Bellis and credential partner Gina wtz told the board the master schedule is planned year-round: initial conversations begin in August, staffing allocations and course-slicing happen in January-February, and sites finalize schedules before summer. The presentation described how full-time-equivalent teacher allocations translate into sections and how special education caseloads and School of Choice shifts affect site staffing.
Gina wtz outlined four types of credential flexibility that can be used when a fully credentialed candidate is unavailable: candidates with subject-matter coursework, candidates in-progress on coursework, candidates with testing in process, and a local committee of subject-matter specialists that can certify competency. She noted that certain local assignments require Title I parent notification where federal monitoring applies.
Board members and parents pressed for clearer early communication. Several trustees said parents should be told when administrative forecasting could lead to site-level changes, even if final votes reside with site councils under Articles 27/42. Administrators acknowledged the tension between contractually sequestered site decisions and necessary administrative forecasting on staffing and credential compliance.
The presentation does not change law or contract terms; it outlined the mechanics and trade-offs district staff weigh when balancing specialty programs, credential compliance and access for multilingual learners and students with disabilities. The board asked staff to return with further detail where needed.
The district moved agenda item 17A2 (secondary master scheduling/credential alignment) earlier on the agenda to ensure the community had time for comment and questions.
