Council approves Education & Culture and Recreation items in FY27–32 CIP; Public Arts Trust funding maintained
Summary

During a work session on the FY27–32 Capital Improvements Program on April 14, the County Council adopted Education & Culture and Planning/HP committee recommendations for Public Arts Trust and Recreation funding proposals.
On the Public Arts Trust, the County Executive recommended maintaining current funding at $408,000 annually for six years (totaling $2.448 million). The Education and Culture Committee reviewed the request and voted unanimously to recommend approval; council members voiced support and adopted the committee recommendation by hand/voice vote. The Public Arts Trust representative asked the council to authorize a statutory review to modernize the trust’s governing statute.
On the Recreation CIP, committee members summarized the Executive’s proposal for the Recreation six-year CIP, described in the session as a 165,770-thousand-dollar program covering 12 projects and noted as roughly a 27.5% increase (about $35.7 million) driven largely by cost escalation for facility refurbishments and outdoor pools. Committees (PHP and joint committees where relevant) recommended approval. Chair Will Jawando moved the committee recommendation; Councilmember Laurie Ann Sales seconded. The council voted unanimously to approve the recommendation.
Council Vice President Marilyn Balcombe urged early planning for long-lead projects such as the Clarksburg recreation center. Director Obermanas thanked the council and staff and noted readiness to answer questions on rec-center projects.
Both items moved forward with committee endorsement; the council indicated willingness to revisit statutory language for the Public Arts Trust outside the budget process.
