County awards Fairfield facility condition-and-feasibility assessment to Rosenfeld Design

Rio Blanco County commissioners voted April 14 to negotiate an agreement with Rosenfeld Design LLC to perform a comprehensive analysis of the Fairfield complex, a county-owned campus that includes the Fairfield Community Center, human services and public-health offices, and leased senior housing units.
Staff said two firms responded to the county’s RFP. Rosenfeld scored highest on technical approach for its detailed assessment plan addressing shared building systems, deep sewer issues, feasibility and long-term planning; an alternate firm proposed a lower fee but left a key sewer-scope gap. Rosenfeld’s fee proposal was higher ($98,000 vs. $68,000), but commissioners said the more detailed technical work was worth the additional cost because the sewer system is a critical early item.
Commissioners confirmed the county budget includes funds for the analysis and authorized staff to negotiate final scope and agreement terms with Rosenfeld. Staff will return with a final contract for board approval.
