Parents press board on special‑education stability; allegations of harassment surface in public comment

During the public comment period on April 16, multiple parents described repeated relocations and changing staff for students receiving special education services and urged the board to prioritize placement stability.

Gloria Satia said her daughter has attended six different schools and had eight different teachers since age three, and asked the district to "consider the impact that another change would have on her progress." Claudia Ortega described her son’s repeated moves (six placements, 11 teachers) and said continuity is essential for special education students to thrive.

Union and staff representatives praised collaboration with district leaders and noted work already under way on coordinated implementation of AB 3216 and other initiatives.

Separately, public comment included allegations of targeted harassment and intimidation. A speaker identified as Lupita said an internal investigation with the district had been "put in pause" and alleged she had been mistreated and that a video about her was being spread on social media; she said she did not create the video. Board member Stephanie Serrano used public comment to report she has been targeted by a group she called the "Quac Mafia," accused named individuals of stalking and defamation, and said she would continue to record and put incidents on the public record. Other commenters urged civility and asked board members to discourage supporters from public attacks that distract from district business.

The board did not take action on individual complaints during the meeting; trustees and the clerk noted procedures for filing complaints and invited follow‑up through the superintendent's office and established grievance channels.
