Resident tells supervisors Whispering Oaks development flooding is damaging private roads, ditches

During the public‑comment period at the April 14 Pottawattamie County supervisors meeting, resident Bob Lynch described ongoing flooding and mud deposition in the Whispering Oaks neighborhood on Green View Drive and asked the board to take action.
Lynch said the neighborhood has experienced repeated inundation that erodes ditches and deposits several inches of mud on roadways. He said settlement ponds are clogged with construction debris (including construction wrap, Styrofoam and thousands of plastic bags), and that multiple developer turnovers have left enforcement and remediation incomplete. Lynch said earlier notices and fines had been levied but that the developer changed and the problems reappeared.
County staff responded that the roadway in question is not a county‑maintained road and recommended that DNR and the city be involved; Lynch said he had contacted the DNR and that the agency had met with the developer. The board did not commit county crews to work on private property, noting liability concerns, but said staff would keep coordinating with the DNR and city officials. Lynch warned the situation posed a road‑safety and sanitation risk if not addressed.
The board took Lynch’s comments under advisement and noted that multiple agencies share responsibility; supervisors urged further coordination among city, county and state officials to pursue enforcement and site remediation with the developer.
