County: get asbestos report before deciding on old jail demolition; DOT to supply bridge schedule

County staff told the Louisa County Board that before any demolition work on the old jail proceeds, the county should obtain an asbestos inspection estimated at about $1,000 and an abatement cost estimate that could range from roughly $5,000 to $10,000 depending on materials found.
The staff member who inspected the old jail recommended the asbestos report as the necessary first step so the county and any contractor know the scope of hazardous materials. The speaker proposed contracting an asbestos firm used by nearby municipalities and suggested the county could offset disposal costs by allowing contractors to retain recyclable materials while the county would pay tipping fees (about $65 per ton) for nonrecyclable waste.
Separately, county staff reported on a conference call with the Iowa Department of Transportation about a bridge project. DOT representatives said they would work to provide a more complete construction schedule over the next month; staff said the bid letting for earthwork and bridge components is expected in roughly a year with construction anticipated in the 2029 timeframe, and that detour planning and traffic impacts would last several years.
Board members recommended proceeding with the asbestos report as the first step and suggested the county move forward with planning after receiving the inspection and DOT's schedule.
