The board had received a full design and permitting package for the project and a construction manager at risk had issued a guaranteed maximum price. Jarvis Adams, the district’s chief operations officer, told the board the site had been acquired years ago with a strategic vision for early learning and that architects had embedded “placemaking” features to reflect Beacon Hill’s history and community identity. “This space represents history, memory and lived experience,” Adams said, and the architecture team proposed murals, preserved walkways and green-space elements to honor that history.
