City of Otsego council approves Meridian Fields subdivision rezoning and preliminary plat

The City of Otsego council voted April 13 to approve the Meridian Fields planned unit development, a rezoning and preliminary plat that will allow a new single-family subdivision northwest of Odin Avenue and 70th Street.
City planner Dan presented the application from Summergate Development, which covers about 62 acres and initially showed a preliminary plat with 141 single-family lots. "The 141 lots that was referenced does include the Homestead lot and then there's one lot that will ... be removed to allow that access point going north," applicant Brian Tucker said, adding the total new lots moving forward would be 139.
Planner Dan told council the comprehensive plan guides the site for low-density residential development and that the proposed mean and median lot areas exceed 9,000 square feet. The application included a zoning map amendment, a preliminary plat for the lots and a conditional use permit to allow averaging of minimum lot sizes. Staff said utility, stormwater and engineering reviews comply with ordinances and the engineering manual. The proposal also includes five outlots that would be deeded to the city in exchange for cash-in-lieu park dedication.
Staff noted a roughly 4-acre exception parcel at the northeast corner containing a farmstead; after discussion with the owners and the developer, staff revised conditions to allow the owners to keep existing farm animals through the season. The planning commission held a public hearing April 6, received no public comment and recommended approval subject to 17 conditions.
Council member Ryan moved to adopt ordinance 2026-05 (zoning map amendment) and resolution 2026-32 (conditional use permit and preliminary plat); Tina seconded the motion and the council approved the items by voice vote.
Council and staff also discussed connectivity (an Outlot E that can be widened to a street connection if the city later sells adjoining land), expected phasing (initial work likely on the east side with connection through to the county road) and tree-line preservation along Odin Avenue (dependent on grading; developers prefer to retain mature trees where feasible).
The ordinance and resolution were approved subject to the conditions presented by staff. The council did not set timelines for construction; the developer and staff indicated phasing and timing will be coordinated through future permitting and engineering reviews.
