Commission pauses design-review examples pending state bill

Clarkdale planning commissioners voted to pause work on local design-standard examples after staff reported that Senate Bill 1431 is moving through the state legislature and could affect local authority to adopt design-review standards.
Senior Planner Clover Pinion told the commission that because the bill—recently discussed in committee—may restrict residential design-review powers, staff prefers to wait for the bill's outcome before preparing local examples. Pinion said the current draft of the bill applies only to residential design review but that the town could still pursue commercial standards if the final law permits. "We're going to hold off on that, see what happens with this bill," Pinion said, and promised an update at the commission's April meeting.
Commissioners and staff said they would continue to monitor the League of Cities and Towns and legislative updates and would bring code-change proposals back to the commission when the legal framework is clear.
